NNA - Caretaker Minister of Culture, Gaby Layoun, said in a statement Saturday that what PM Najib Mikati is about to do is "constitutional heresy," pointing to the impossibility of referring the file of Mohammad Shatah's assassination to the Judicial Council without holding a cabinet session first.


The Minister insisted that Mikati should have called for such a session months ago in light of the fragile security and political situations.


"Mikati is attempting to abridge the powers of all ministers and cabinet into his own person, especially that he is the one who resigned and not the ministers of his cabinet."
