NNA - The Higher Defense Council convened in a session chaired by President Michel Aoun, today at Baabda Palace, and decided to submit a termination to the Cabinet which includes the extension of public mobilization for 4 weeks, within the framework of maintaining preventive measures to limit Corona spread, and on the other hand giving necessary directions to control security conditions and maintain citizen security and safety. The Defense Council also called on judicial and security bodies to prosecute violators of laws in effect, especially those who take advantage of the difficult financial conditions to achieve illegal profits on one hand, and disturb public security on the other, provided that the highest levels of penalties be taken against violators and those who disregard food security and citizen livelihood.
The session was attended by Prime Minister, Dr. Hassan Diab, Deputy Prime Minister and National Defense Minister, Zeina Akar, Foreign Affairs Minister, Nassif Hitti, Finance Minister, Ghazi Wazni, Interior and Municipalities Minister, Mohammed Fehmy, Economy and Trade Minister, Raoul Nehme, Public Works and Transportation Minister, Michel Najjar, Public Health Minister, Hamad Hassan, and Justice Minister, Mary-Claude Najem.
Army Commander, General Joseph Aoun, Director General of General Security, Major General Abbas Ibrahim, Director General of Internal Security Forces, Major General Imad Othman, Director General of State Security, Major General Tony Saliba, Secretary General of the Supreme Defense Council, Major General Mahmoud Al-Asmar, Cassation Attorney General, Judge Ghassan Ouweidat, Government Commissioner to the Military Court, Judge Fadi Akiki, Director of Army Intelligence, Brigadier General Antoine Mansour, Director of General Security Information Branch, Brigadier Manh Sawaya, Director of ISF Information Branch, Brigadier Khaled Hammoud, Assistant Director General of State Security, Brigadier Samir Sannan, Director General of the Lebanese Presidency, Dr. Antoine Choucair, and the President’s Military and Security Adviser, Retired Brigadier Paul Matar, also attended the meeting.

“At the invitation of His Excellency, President Michel Aoun, the Supreme Defense Council convened in a session, today Tuesday June 30, 2020 at 2:00pm, at the Presidential Palace, to follow-up latest developments and procedures to limit Corona virus spread.
The meeting was attended by Prime Minister, Dr. Hassan Diab, and Ministers of: National Defense, Foreign Affairs and Expatriates, Finance, Interior and Municipalities, Economy and Trade, Public Works, Public Health and Justice.
Army Commander, , Director General of General Security, Director General of Internal Security Forces, Director General of State Security, Secretary General of the Supreme Defense Council, Cassation Attorney General, Government Commissioner to the Military Court, Director of Army Intelligence, Director of General Security Information Branch, Director of ISF Information Branch, Assistant Director General of State Security, Director General of the Lebanese Presidency and the President’s Military and Security Adviser, also attended the meeting.
His Excellency, the President, started the meeting with a brief presentation on measures and procedures taken since the announcement of extension of public mobilization, on 8/6/2020, in the framework on Corona virus prevention. His Excellency also discussed available data, which confirm that the pandemic is still widespread which calls for the need to maintain preventive measures, especially as Rafic Hariri International Airport is reopening.
Afterwards, the Prime Minister said that he expects another wave of Corona, which will spread next October, and its consequences may affect the virus’s spread, and therefore there is a need to extend the declaration of mobilization.
Therefore, the Prime Minister proposed extension of public mobilization based on the recommendation issued by the committee concerned with following-up the procedures to prevent Corona pandemic, which stipulated a proposal to extend the declaration of mobilization for 4 weeks, i.e. until 2/8/2020, provided that economic activities, that could be restored, work progressively within specific periods and on the basis of certain conditions.
Then, the Health Minister indicated that the available data confirms that the pandemic is still widespread and therefore it is necessary to maintain preventive measures and procedures, especially with the decision to reopen Rafic Hariri International Airport, in coordination and cooperation with local authorities, the civil society and security apparatuses, in order to prevent the virus’s spread, especially since there is an expected re-outbreak, next October.
The security situation was also tackled by heads of military and security apparatuses based on the available data and information, and directions were given to control the security conditions and preserve the citizen’s safety, especially in light of the economic, social and living conditions, which citizens suffer from. The Council also called on judicial and security bodies to control and prosecute violators of all laws in effect, especially those who take advantage of difficult financial conditions to make illegal profits, and disturb public security and safety, provided that the highest levels of sanctions against violators are taken.
After deliberation, and listening to competent ministers as well as heads of military and security apparatuses, it was decided to continue in public mobilization declaration.
In the context of pursuing confronting this danger with public mobilization, which is stipulated in Article 2 of Legislative Decree No. 102/1983 (National Defense), with special provisions addressed in this Article, in addition to measures and procedures taken by the Cabinet in previous meetings.
The Supreme Defense Council decided to submit an end to the Cabinet which includes:
- Re-extending public mobilization, announced by Decree No.6443/2020, from 7/7/2020 until 2/8/2020 inclusive.
- Emphasizing on activating and implementing measures and procedures imposed by the relevant decrees and decisions, issued by the Interior Minister, during the period of extending public mobilization, mentioned above.
- Maintaining economic activities which were allowed to gradually re-operate within its scope and according to the time stages referred to in Article 2 of Decree No. 6296/2020 and within specific conditions based on the following criteria: individual mixing intensity, amount of individual mixing and level of priorities and potential risks.
- Demanding military and security apparatuses to strictly deter and oppress violations, which leads to halting Corona spread, and to coordinate and cooperate with the civil society and local authorities to achieve this.
